“The Raden voor de Rechtsbijstand decided to modernise their information system. The system currently used can be qualified as a legacy system and has all the characteristics of a legacy system (like gradual development over the course of several years, no specific standards used, not very well documented). Consequently, the system has become difficult to maintain and adapt to new functional requirements. The Raden voor de Rechtsbijstand decided to clean up the source code and reduce the complexity of the system. To that end, certain acceptance criteria were formulated. The technical process of cleaning up the system is undertaken by external software developers, out of sight of the Legal Aid Boards. To visualise the progress and the quality of this process, the Councils decided to enlist the services of SIG to implement a Software Monitor that periodically shows the results. With this Software Monitor, it is possible to check if the necessary requirements are being met, making the monitor a useful control instrument for client and supplier alike.”
